Website Comments - Permalink

Add a button that lets users copy the permalink of a comment to their clipboard. Alternatively, show the link in a dialog, so users can select and copy it manually. When someone clicks the link, they are taken to the post page, where the page scrolls to the linked comment and highlights it (making it clear which comment the link refers to.)
