Global keyboard shortcut actions for the in-app keyboard shortcuts

Can we allow the global keyboard shortcuts (from the Settings window) to trigger the in-app keyboard shortcuts from the Window > Shortcuts menu as actions? Basically, if I assign a note or tag to Command-1 I'd like to be able to set up a global shortcut to trigger that.
